Our Leadership team is responsible for the day-to-day running of Chime Housing, ensuring we achieve our aims and objectives.

Paul Richmond

Paul became Chief Executive of Chime Housing when it was formed in June 2026. Prior to that, he was Chief Executive of Thrive Homes, having previously been Deputy Chief Executive and Director of Finance and Resources at Watford Community Housing.

With over 20 years of experience in the housing and insurance sectors, Paul is a seasoned senior professional having operated both at Executive and Non-Executive roles.

He is known for his enthusiastic and innovative style, with a focus on customer outcomes and engaging commercially with the business. 

He holds an Executive MBA from Cranfield University and is a Fellow Chartered Management Account. He is also a dedicated Trustee at Crohn's and Colitis UK, demonstrating his commitment to community and inclusivity causes.

Paul Harris

Prior to the formation of Chime Housing in June 2026, Paul joined Watford Community Housing as Executive Director of Operations in April 2026. Previously, he was Chief Customer Officer for Curo, a housing association in the South-West of England.

Paul brings a wealth of experience in leading customer services, operational performance and stakeholder engagement.

Paul has also been VP Corporate Affairs for Acorn Group, an African property management company, Group Director Customer Experience at Unite Students Group, and held roles at the South West Regional Development Agency, Laing O’Rourke Group and Royal Mail.

Greg Whelan

Greg has worked in the social housing sector for 20 years, including 11 years at Watford Community Housing earlier in his career and three years as an Assistant Director of Finance & Procurement at Housing Solutions.

Greg is both a qualified accountant and treasurer, and as the Chief Financial Officer for the Group he is responsible for the Finance, IT and Treasury teams as well as the stewardship of the Group’s financial operations.

Nick Wright

Nick has 35 years of experience in the affordable housing sector, the last 25 leading development teams and delivering sustainable growth across the East of England Region.

As Executive Director of Partnerships, he oversees our development activity, helping drive sustainable growth through our ongoing partnerships with local councils, construction specialists, and other housing associations.

James Ross

James is Executive Director of Assets and Compliance, responsible for leading the strategic management, investment and safety of the organisation’s homes. With over 20 years’ experience in the social housing sector, he brings a strong track record in delivering data-driven asset strategies, regulatory compliance and large-scale investment programmes.

James has led significant transformation in asset management, building safety and decarbonisation, ensuring homes are safe, sustainable and provide long-term value for customers and the organisation.

James holds and MBA and is a trustee of Dartmoor Zoo (home of ‘We Bought a Zoo’).‍ ‍
